About Prop RT
Prop RT would “freeze” property taxes on owner-occupied residential properties. This means that even as the value of a home rises over time, the owner would pay the same amount of property taxes on the property that they paid in 2024.
Prop RT will appear on the April 7, 2026, ballot for St. Charles County voters.
Ballot Language
SHALL THE COUNTY OF ST. CHARLES, CONSISTENT WITH RSMO § 137.1120, IMPLEMENT A TAX CREDIT PROGRAM WHEREBY THE EFFECTIVE REAL PROPERTY TAX LIABILITY ON AN ELIGIBLE TAXPAYER'S HOMESTEAD SHALL NOT BE INCREASED ABOVE THE LIABILITY INCURRED DURING THE INITIAL CREDIT YEAR, PURSUANT TO THE LANGUAGE OF THE ENABLING STATUTE?
The impact on the City of St. Charles School District could be significant.
Nearly 75% of SCSD’s operating revenue comes from local property taxes. If voters approve Proposition RT in April 2026, the District could see a $1 million loss of revenue for the initial year the tax credits begin. That shortfall could grow to nearly $14 million within five years.
Alternative funding sources have not been identified.
While some public services have access to sales tax revenue or other local sources, no alternative funding mechanism has been identified for school districts to make up for lost revenue due to frozen property taxes.
